oh, didn't realise it changes.
what amount did we use this year, and how do we decide how much to use?
It still shouldn't overturn the principle that those that spent far more per player in the bidding should not get the higher rated players in the lottery

So we should be expecting those at the top of this list to be bottom of the queue in the lottery and those at the bottom that still have slots left to do the best. Whereas the exact opposite has happened apart from CF
