Problem with declaring earlier is Durham would only need to score 350 to avoid the follow on, which is do-able considering Yorkshire reached that total with 3 wickets down.
Maybe Yorkshire could've scored that bit faster to reach over 600, but the declaration was well timed as a Durham win is almost eliminated. If Durham manage to avoid the follow on then it would be done well into Day 4.
I think what the commentators were saying, and it seems sensible to me, is that without treating Stoneman as a world class spinner and the admirable Collingwood and the other bloke as fearsome pace bowlers, Yorkshire could have declared earlier with a 600 run total.
