That seems reasonable and a fair compromise. Players have the right of freedom of movement so compensation payments should be of a size that won't prevent movement but discourage random poaching. On the proposed scale Durham would have been entitled to sums that would probably have discouraged those counties who poached our mercenaries from doing so.
