Going from memory, 2nd half of September weather has been mostly reliable this decade. I think the last time it significantly rained then was in 2012, but the domestic season finished earlier.
It's difficult legislating for rain in England anyway. It makes more sense to play games up until the Autumn equinox than start a season in the 1st week of April, when the wickets are soft and fresh. April and September have been mostly dry whilst it was rained a fair bit between early May and mid August.
