I thought the change in the toss was for DIV2 only but the BBC site says it's for both divisions.
Work expands to fill the time available, so why do today what can be put off until tomorrow.

The original recommendation by the ECB cricket commitee was amended by the executive commitee to extend to both divisions but to offer the option of bowling rather than batting or bowling before reverting to the toss of a coin.

The new plan to only offer the away team the choice to bowl first is nonsensical, surely the opportunity to bat first would be a stronger advantage.

I think it is: you can opt for either to bowl first or choose to use the toss.

Yes GJ I know but the away team is only offered the option to bowl first, the coin toss is for both teams so back to normal, unless of course the away captain tosses the coin, that would be different.
