I'd imagine it's a combination of a possible Ashes call up (or an instruction by CA to rest, in case they need to call him up mid series) and the fact that July and August are jam packed with limited overs cricket. It might be that we'd rather bring in a limited overs specialist, like Arafat is, to play for us then rather than Bird.
