Yep. The ECB have set one of their beloved precedents by letting Stokes play in New Zealand domestic cricket so they surely could not conjure up an excuse for not letting him play in the IPL.

By the time IPL comes round if the issue hasn't been resolved then Stokes will not have played any red ball cricket for 6 months. A fairly plausible reason for withholding a NOC would be for ECB to state that they wanted him to play CC with Durham as preparation for the test summer's series.
That would be a sanction which would appease the dissenting voices at ECB because in effect it's fining Stokes his substantial IPL fee.
Whether that would be acceptable to Stokes and his representatives is another question particularly with so many England players also with agent Fairbrother not least Stokes big mate the England captain.
This could get very nasty. In fact this could really FTECB
