is it the same Rafiq that used to play for Yorks, and got them a T20 disqualification?

Points deduction for playing an ineligible player, because he didn't have a British passport and was classed as overseas despite playing for Yorkshire and England at age-group level.
Whilst David Hussey of Notts played as an ineligible player two years later against Derbyshire and the county got a £500 fine.
