With six days turnover time between test cricket and ODIs, England might want that flexibility in fielding more than 11 players to give as many squad members a run-out as possible. England are still going to get a decent workout against enthusiastic opposition, don't need ODI status for that.

Games against Ireland and Scotland are ODIs so I don't see why this one shouldn't be. Should be enforced by the ICC that any match between nations with ODI status counts as an official ODI.
