If they had 16 teams then they would have to go back to the 4 groups of 4 system and the ICC aren't in favour of that after India and Pakistan got knocked out early last time. I guess they could also do a preliminary round like what is happening for the World T20 where 16 teams get cut down to 10 but don't really see the point of another qualifying tournament. I'd say 14 or 16 is about right for the World Cup but would like to see 16+ for the World T20.

I would be in favour of 4 groups of 4. But what I would really like is 2 groups of 8, with quarter finals and so on.
