That average is also bolstered with his only score of note vs a BD C team nearly a decade ago, courtesy of a pitch that produced stupid batting scores (the hopeless Ashraful made his top test score of 190 on it, which gives you an indication as to the extent of its roadness).

He averages 11 in nearly 10 tests vs England. As a specialist bat.

I cant think of any other players who have been so poor for a major team who have played that many tests. As you say, surely anyone could do better than that, how does he get picked still.
