Unfortunate for England not to play their Semi-Final match, but the line has to be drawn somewhere.
Say that there was a reserve day in place and England v India was played to a full 20 overs, the losing semi-finalist playing a reduced 12 over a side game would be aggrieved with the playing conditions. I am sure the tournament directors have thought of all possible scenarios.
A fairer solution would be to play both semi-finals on consecutive days, but if there was a risk of rain then you change the start time to ensure matches are completed in full.
Different venues on consecutive days (both with a reserve) should be the norm. if that is still insufficient time for a result, then it would just have to be considered unlucky, I guess, with the tournament differentiation particulars deciding who wins/qualifies...
