Seems an odd way to decide things. Over here the previous league results of the season would just be expunged.

I see real problems developing over this
legal challenges from failed bids and big club v country conflicts
having the world cup at the time of year is going to have a knock-on to three seasons as both the seasons before and after the 2022/23 season will be affected

That isn't actually true, the hearing about their debt isn't for another 2-3 weeks.
