Having a pre-qualifying round for the European Championships is pointless when the number of teams qualifying for the group stage has increased to 24. The 3rd place playoff has given lower ranked sides an incentive to qualify and minnows something to aspire.

I'd rather have San Marino trying to qualifying for a major competition by using selecting players largely through their own domestic system and players who are born in the country, than Wales or Republic of Ireland piggybacking off English football and being allowed to select players through heritage.
