The fact that Blatter hung on to be re-elected suggests he was waiting for a nice big compo package he wouldn't otherwise have got at the end of his previous tenure.

Maybe he needed to be re-elected so as to give all those that voted for him a say in the future? Or may be paying of his debts?

seemingly it will be March next year before his eventual successor can take over, which I guess means Blatter has plenty of time to get everything shredded.

I wonder what made him suddenly decide to jump? Some sort of immunity from prosecution deal, perhaps?

This is the start of the reforms. From now on i would imagine that every countrys votes wont be equal.

So what that means is that São Tomé e Príncipe wont get the same amount of money or voting rights as 5 time winners Brazil.

Just in case anyone is wondering where and what São Tomé and Príncipe is.
