This is the start of the reforms. From now on i would imagine that every countrys votes wont be equal.
So what that means is that São Tomé e Príncipe wont get the same amount of money or voting rights as 5 time winners Brazil.
Just in case anyone is wondering where and what São Tomé and Príncipe is.
