Seems odd that 5 Spanish teams are allowed when there was controversy over Liverpool when they won the CL.

Different circumstances but Liverpool finished outside the top 4 and we weren't allowed 5 teams.

They changed the ruling about Europa League teams qualifing for CL about a year or two ago but this competition doesn't affect CL places.
As i understand it, if Sevilla win the CL next year and finish outside the top 4, Spain would still have only 4 teams in with 4th place dropping out.
